Operation Identity Meeting Minutes

September 23, 2010

Meeting was called to order by Connie Martin.

Seven members were present.

Minutes of August meeting were read and approved.

Treasurer’s Report

The Treasurer's Report was read and approved. One membership paymment received, making a total of 21 year-to-date. Expenditures: $10 for change of address to Public Regulation Commission; $17 reimbursement to Connie Martin for mailing supplies; Current balance: $1,830.06.

Old Business

Amendment of By-Laws.  Letters and proposed amended by-laws were mailed to local members; no feedback was received. After discussion, a motion was made and seconded to amend the by-laws as follows:
     o Article IV – Duties of Officers. Add statement: “Additionally, the Secretary/Secretary-Treasurer will complete the necessary document(s) for annual filing with the New Mexico Regulatory Commission and the appropriate form for the annual IRS filing.”
     o Article VIII – Financial Responsibility of Members, Item 3: Amend the paragraph to increase the amount of purchases authorized by the Treasurer from $50 to $100 and authorization of expenditures not to exceed $250 to be made by two officers rather by the Board.
     o Article XIII – Dissolution of Corporation. Revise last sentence to read “all remaining assets shall be donated to the International Soundex Reunion Registry.”
     o Article XIV – Amendments to the Bylaws, Item 2: Insert “upon request” to first sentence regarding distribution of changes or amendments to these Bylaws.

2011 One-Day Conference. Barbara Free confirmed availability of Sharon Feiker as keynote speaker. Potential dates in March were discussed, providing they do not coincide with ABQ spring break dates. Mark Dickerson will check availability of Monte Vista Church; he and Barbara will coordinate dates to provide a confirmed date for the conference.

Suggestions for other speakers were Jenni Dyman and Elaine Sharp; potential theme of “Searching for the Truth” was presented.

New Business

Based on news from Kathie Forward regarding progress being made to receive her Original Birth Certificate from Illinois, a discussion was generated regarding New Mexico laws on accessing records. It was determined that the October meeting would consist of reviewing the New Mexico laws and the Adoptee Access Kit from the American Adoption Congress, including viewing the DVD, The Debate for Adoptee Access. Connie Martin has action item to make this available for October meeting.
